International Coalition for the Return of Ukrainian Children: Third plenary meeting highlights achievements and future action

On October 1, 2024, the International Coalition for the Return of Ukrainian Children held its third plenary meeting, reaffirming the global community's commitment to addressing the issue of the unlawful deportation and forced displacement of Ukrainian children by Russia. The event was co-chaired by Ukraine and Canada and focused on the Coalition’s achievements, ongoing projects, and the path forward in the mission to return every Ukrainian child to their homeland.

The event was opened by Andriy Yermak, Head of the Office of the President of Ukraine, who emphasized the Coalition's crucial role within the framework of President Volodymyr Zelenskyy’s Peace Formula. "Today marks 6 months of the Coalition's work within the Peace Formula framework. We can now talk about results, not just goals," Yermak stated. 

Thus, countries highlighted specific contributions and projects in support of Ukraine's efforts to return and rehabilitate abducted children.

Additionally, Jocelyn Kinnear, Executive Director of the Ukraine Bureau at Global Affairs Canada, reinforced Canada's unwavering commitment to supporting Ukraine in this mission, emphasizing the importance of international collaboration.

The meeting concluded with the presentation of a Joint Statement by the co-chairs, Ukraine and Canada, highlighting key principles for kids’ safe return and reintegration:

1. Transparency: Russia must provide international organizations with full data on Ukrainian children in its territory, including their location, legal status, and placements.
2. Access: Russia must grant unrestricted access to all Ukrainian children, including those in social care institutions, schools, medical facilities, and alternative care families.
3. Support for Ukraine’s Humanitarian Efforts.
4. Long-term and Inclusive Support: Providing sustained support for child-centered reintegration programs.
5. Access to Justice and Fairness: Children should receive comprehensive legal assistance, ensuring their best interests.
   

The plenary session set the stage for the upcoming Ministerial Conference in Canada on October 30-31, 2024, where further strategies will be discussed to ensure the safe return and reintegration of Ukrainian children.
