Montreal Ministerial Conference panel focused on reintegration and rehabilitation of returned Ukrainian children and adults

The panel titled “Post-Return Reintegration and Rehabilitation and Mental Health”, which took place during the Montreal Ministerial Conference on the Human Dimension of Ukraine's Peace Formula, brought together experts to discuss successful models and practices in reintegration and rehabilitation that could help returnees rebuild their lives. The session was moderated by Senator Stan Kutcher, with contributions from key figures including:

  • Iryna Vereshchuk, Deputy Head of the Office of the President of Ukraine
  • Daria Kasyanova, Chair of the Board, Ukrainian Network for Children's Rights
  • Maksym Kolesnikov, former Prisoner of War
  • MaryAnn Notarianni, VP and Deputy CEO of the Atlas Institute for Veterans and Families

The panel underscored the critical role of reintegration of children in Ukraine’s Presidential initiative Bring Kids Back UA. Iryna Vereshchuk, Deputy Head of the Office of the President, highlighted that although Ukraine has a foundational system in place to support returning children, further international assistance is essential to ensure they receive comprehensive, world-class care."When we manage to bring a child or civilian back, it is only the beginning of our work,” she said. “Rehabilitation requires resources, trained personnel, and ongoing support to help each individual reintegrate fully.”

In her address, Iryna Vereshchuk explained the collaborative approach, involving coordination between government agencies, local authorities, international donors, and NGOs, which has enabled Ukraine to provide each returning child with immediate emergency aid and long-term psychological and social support. However, she stressed the need for sustained international cooperation to build a complete, sustainable system for reintegration that meets the highest standards of care.

Panelists explored successful rehabilitation practices from other conflict zones that could strengthen Ukraine’s response to the challenges faced by its returnees. Vereshchuk emphasized the need for mental health support, referencing the First Lady Olena Zelenska’s national program for mental health.

These discussions contributed to the third point of the Montreal Commitments, stated in  the Joint Communique - document, which was signed by the participants of the Conference. The Third point pledges to prioritize the reintegration of all repatriated Ukrainians, with special attention to children’s rehabilitation. The commitments represent a unified effort to uphold global standards, ensure international cooperation, and support Ukraine in restoring its people and its future.
