On May 14, 2024, the Cabinet of Ministers of Ukraine passed a resolution to formalize the "Procedure for Detecting and Returning Deported or Forcibly Displaced Children," developed by the Ministry of Reintegration. One of the key components of the initiative is the creation of a comprehensive individual return plan for each child. This plan is meticulously crafted to address each child's specific circumstances and requirements, ensuring their reintegration is handled with the utmost care and attention.
The newly established procedure delineates the cooperation between various government bodies, including local executive authorities, the Human Rights Commissioner of the Verkhovna Rada, the Coordination Staff for the Treatment of Prisoners of War, the Security Service of Ukraine, and the National Information Bureau. The Ministry of Reintegration has been designated as the coordinator, ensuring a synchronized approach across all involved entities.
Special attention is given to the most vulnerable groups, such as orphans and children deprived of parental care.
The plan not only aims to facilitate their return but also focuses on their social protection and reintegration, tailoring the efforts to meet each child's individual needs.
The Ukrainian government aims to ensure that all displaced children have the opportunity to return to their homes safely.
